Canadian Aviation Medical Reform Survey

Recently AOPA and EAA have been successful in getting the class 3 medical rules changed in the USA.

The new law was signed by President Obama July 12th 2016. So, What Does This Mean for Pilots?


After doing some research, it doesn’t appear that the rule will go into effect for another year but as of July 12th your active drivers license may act as your medical verification while flying as a private pilot.

The FAA will be going through the rulemaking process which could take up to one year.  In the meantime, here are the important facts about the 3rd Class Medical allowances:


•Aircraft: Up to 6 seats, no greater than 6,000 pounds, and covered (unlike the previous iterations, no restrictions on complexity, horsepower, etc.) – sorry folks, no biplanes
•Flight rules: Day/Night VFR and IFR
•Passengers:  Up to 5
•Aeromedical:  Pilots must take a free online aeromedical course every two years
•Altitude:  Up to 18,000 feet
•Airspeed:  No greater than 250 knots indicated airspeed
•Pilot:  A pilot cannot fly for compensation or hire

Pilots looking to take advantage of this new rule need only to have a valid U.S. driver’s license and have had held a medical certificate (regular or special issuance) in the last 10 years from the date the legislation became law.

Canada already has a non-ICAO program in place with the Recreational Permit and the class 4 medical but it is very limited compared to this new USA program.

Allowing American pilots to fly in Canada without a Class C medical is probably not currently legal. Any change allowing them to fly in Canada should also apply to Canadians in the same fashion. Refusing them the right to fly in Canada is possible but would likely result in retaliation. Refusing us the right while granting aliens the right would be an aggravated insult to Canadian aviators. Refusing Americans the right would be an extension of the ban on Light Sport pilots to private pilots limiting access to Canada to those who have commercial certificates or about to expire class 3's. This gets out of hand eventually. Just go with common sense instead of bureaucracy.

I would be interested in having the Recreational Permit expanded to align with the US policy if Canada is going to say that having that RPP is the same. Reciprocity would be helpful and more likely then too.

Canadian class 4 is to restrictive. The US regs make more sense and I really like the free renewal idea

Yes I think we should have the same as the US. There are too many restrictions out there in everything we do. Driving a vehicle in a City like Vancouver or Toronto with a drivers licence is by far more challenging that a fun flight in your plane. Class 4 is just an insult to the hard work one has to do just to get the class 3. We should really push to have the same as the US for our freedom to fly in North America !!!

I think legislation pertaining to private/recreational/sport pilot qualifications and aircraft characteristics should be aligned between the US and Canada, allowing for free movement across our common border.
